Auckland Light Rail Limited (ALR Ltd) is responsible for advancing the project through the detailed planning phase and developing a business case to enable the Crown to make a final investment decision in relation to the Auckland Light Rail Project.

Establishment

From April 2021, an Establishment Unit, working initially through Waka Kotahi and subsequently the Ministry of Transport advanced the ALR Programme.

In October 2022, ALRL was established as a limited liability company incorporated under the Companies Act 1993 and is a Crown entity company named under Schedule 2 of the Crown Entities Act, to assume the roles, functions and work of the previous ALR Unit.

Key project milestones

  • ALR Establishment Unit set up March 2021. The mandate was to recommend a preferred way forward on mode and route, and consider how ALR could be funded and delivered
  • In January 2022 Government released its preferred option based on the recommendations of the Auckland Light Rail Establishment Unit
  • Government selected a partially-tunnelled light rail from Auckland City Centre to the Airport
  • At the same time it announced bringing forward work on an additional Waitematā Harbour crossing to 2023, to integrate with light rail and with new rapid transit to the North Shore and North West
  • Domestic and international Industry engagement began March 2022 for procuring engineering and planning professional services to carry out the work.
  • New Board appointed in May 2022
  • In September 2022, Aurecon and Arup announced as preferred bidders to form the Urban, Engineering and Planning Alliance to develop a final route and proposed station locations as well as complete Corridor Business case
  • In October 2022, Auckland Light Rail Ltd established as a schedule 2 Crown Entity Company to develop a business case to enable the Crown to make a final investment decision in relation to Auckland Light Rail.

Detailed planning has started on the route and design. This will help narrow down construction costs. Largely Crown funded rather than ratepayers,  work is underway on funding and finance mechanisms with the objective of including additional private/developer investment.
